He specializes in advising public- and private-sector clients on compliance with the Inflation Reduction Act (IRA) Prevailing Wage and Apprenticeship (PWA) requirements, as well as the Davis-Bacon Act (DBA), Service Contract Act (SCA), and Fair Labor Standards Act (FLSA).\nPrior to joining BDO, Nuno served as an Assistant District Director with the U.S. Department of Labor’s Wage and Hour Division, where he played a key role in enforcing complex wage and hour laws and overseeing civil and criminal investigations. His experience includes certified payroll reviews, fringe benefit and overtime analysis, worker classification assessments, and audit support across a wide range of industries, including construction, energy, healthcare, defense contracting, and professional services.\nNuno works closely with clients to develop practical compliance frameworks, mitigate wage and hour risk, and prepare for government audits and inquiries. His background in enforcement provides clients with a proactive, regulator-informed approach to prevailing wage, apprenticeship, and labor standards compliance.\n\nEsther Pujol Rodriguez, Senior Manager, Government Contracts:  Esther has extensive experience providing accounting services, internal audit, compliance, process improvement, project management, cost optimization, and risk consulting projects to Fortune 500 companies, small private entities, and nonprofit organizations.\nBefore this role, Esther served as Chief Financial Officer (CFO) for several organizations in the government contracting and nonprofit sectors.
