DESCRIPTION:CARB EMFAC Off Model Emission Adjustment Factors Lunch-and-Learn\n\n02/24/26 12:00 PM PST\n - 02/24/26 01:00 PM PST\Description:\nThis lunchâ€‘andâ€‘learn will provide an overview of the recently released EMFAC2021 offâ€‘model adjustment factors, including why they were developed, what they change, and how they affect air quality and greenhouse gas (GHG) emissions modeling and analysis.\n\nFor context, in November 2025, U.S. EPA approved CARB’s offâ€‘model adjustment factors for EMFAC2021 to remove the emissions benefits of several California regulations following Congressional resolutions intended to disapprove EPA’s prior waiver decisions. Although those federal actions are currently being contested, CARB staff provided the adjustment factors solely for State Implementation Plan development and conformity determinations, where federal consistency is required.\n\nBecause these adjustment factors have raised questions for CEQA practitioners and lead agencies, this lunchâ€‘andâ€‘learn is intended to offer practical background and technical insight to support informed, projectâ€‘specific decisionâ€‘making.\n\nRecognizing that this is a rapidly evolving area, the session will also provide an opportunity for participants to share experiences and exchange perspectives.\n\nDate: Tuesday, February 24th\nTime: 12:00-1:00pm\nTicket: Free for Members and $20 for Non-members\nLocation: Zoom webinar\n
