The Energy Technology and Policy Summit brings together leaders from across the sector to examine how shifting public policy, market dynamics, and corporate practices are reshaping the future of energy. Panels will explore critical issues including electricity market challenges, the evolving policy landscape, corporate culture and safety, as well as emerging opportunities in carbon capture and the hydrogen economy.

Jack Belcher
Founder and Vice President, SEVA
Principal, Cornerstone Government Affairs

Jack Belcher has over 30 years of experience in energy and energy policy. Jack provides strategic and tactical advice to energy and transportation companies and financial institutions, focusing on government relations, regulatory affairs, public policy, strategic communications, situational risk management, and sustainability performance. Jack previously served as Executive Vice President of HBW Resources, LLC, Regulatory Affairs and Policy Manager for Shell North America’s Exploration & Production Division, and Staff Director for the U.S. House of Representatives Subcommittee on Energy and Mineral Resources, where he was responsible for drafting, negotiating, and passage of many of the oil and gas, mining, and geothermal energy provisions of the 2005 Energy Policy Act. Jack also previously worked for the Independent Petroleum Association of America, Hart Energy Publications, and Texaco Gas Marketing Inc. Jack holds a B.A. in Government from The University of Texas at Austin. He is certified by the Task Force on Climate-Related Financial Disclosures (TCFD) and the Sustainability Accounting Standards Board (SASB). 
 
Ian Nieboer, Managing Director - Head of Energy Transition Research
Enverus

Previously, Ian worked in product management roles in Enverus’ growing ESG business, leading Enverus’ Global (International) Energy Analytics business and as a publishing analyst with Enverus’ Intelligence – Oil & Gas Research team where he helped investors and asset owners navigate the energy market. Over his career he has covered operators and assets (both conventional and unconventional) across North America and around the Atlantic rim. In addition to publishing frequent research notes, Ian delivers conference presentations, television interviews and advisory mandates for corporate and institutional clients. Ian is a CFA charter holder and a registered professional engineer in Alberta. He holds bachelor degrees in engineering physics and applied economics from Queen’s University and an MBA from IESE Business School.

Brent Greenfield, Principal
Cornerstone Government Affairs

Brent Greenfield provides clients across multiple industries with research, analysis, strategic policy and management guidance, communications support and advice on sustainability-related issues. In addition, Brent serves as executive director of the National Ocean Policy Coalition, an organization comprised of members representing sectors including energy, fishing, marine transportation, construction, agriculture and critical infrastructure. Brent’s many years of experience in the energy sector, regulatory policy, the federal executive branch and national political campaigns includes positions with HBW Resources, LLC, the Office of Federal Communications Commission Chairman Kevin J. Martin, White House Office of Counsel to the President and Bush for President 2000 campaign. Brent is a licensed member of the State Bar of Texas and received his Doctor of Jurisprudence from South Texas College of Law and Bachelor of Arts from The University of Texas at Austin. He is certified by the Sustainability Accounting Standards Board (SASB) and Task Force on Climate-Related Financial Disclosures (TCFD).

Dr. Jay Golden, Pontarelli Professor and Director of the Dynamic Sustainability Lab
Syracuse University & SEVA Board Member

Dr. Jay Golden is the inaugural Pontarelli Professor of Environmental Sustainability and Finance at Syracuse University. Dr. Golden is an internationally recognized researcher and academic of the dynamics of the global sustainability transition including risks, unintended consequences and opportunities. He is the author of the recently published book: Dynamic Sustainability: Implications for Markets, Policy and National Security.​ Golden received his Ph.D. in engineering from the University of Cambridge and his master's degree in Environmental Engineering and Sustainable Development from a joint program of the Massachusetts Institute of Technology and the University of Cambridge. He also holds a Professional Mastery of Project Management Certificate from Stanford University, an MLE in Higher Education from Harvard, and has a B.A. degree in Management. Golden comes to Syracuse after serving as a faculty member, director of research centers and university executive. Golden was one of the first faculty members in the School of Sustainability at Arizona State University where he also founded and directed the National Center of Excellence on SMART Innovations. Golden later founded and co-directed the Sustainability Consortium, a leading academic-industry-government partnership on Corporate Sustainability with a membership of over 150 of the world’s leading manufacturers, retailers and brands. At Duke University, Dr. Golden was the faculty chair of the Business & Environment Program and Director of the Duke Center for Sustainability and Commerce. Golden also served as Associate Vice Provost for Research and was appointed Executive-in-Charge of the Duke Corporate Relations Office working with global companies, CEOs and Boards. Golden was named Vice Chancellor and professor of sustainable engineering at East Carolina University a constituent institution of the University of North Carolina (UNC) system and later served as the President of Wichita State University. He has testified before Congress on sustainability and secured more than $100 million in research funding. Golden was presented the Faculty Pioneer Award by the Aspen Institute for his leadership in the field of sustainability education and research. He was also named one of the 100 most influential people in business ethics by the Ethisphere Institute. Dr. Golden was inducted in the Phi Kappa Phi Honors Society and Sigma Xi, The Scientific Research Honor Society. In 2017, Golden was appointed to the Board of Scientific Counselors for the U.S. Environmental Protection Agency where he served on the executive board until 2024.  He has also served on a number of boards and committees including regional and state economic development and innovation councils as well as serving on committees for the United Nations Environment Programme.​

Bethany Andell, CEO

Before there was a Facebook, MySpace, or even desktop computers, there was Bethany Andell, the original social networking conduit. The phrase “never met a stranger” was even coined by Bethany – and she receives monthly royalties on its use. The game “Six Degrees of Kevin Bacon” is no longer relevant because it has been trumped by the easier “Two Degrees of Bethany Andell.” Go ahead, try it, she knows everyone. A card-carrying member of Extroverts Anonymous, Bethany works to forge powerful connections – connecting people to people and connecting companies with the fresh ideas that make their brands powerful and purposeful. As President of Savage, Bethany is responsible for keeping the company focused on its core purpose, promoting the firm’s culture, developing the team, and building and maintaining relationships with clients. Bethany is an alumna of The University of Arizona and received her MBA from Rice University. She serves as Past-President of the National Investor Relations Institute (NIRI)-Houston, on the advisory board of Iberia Bank, on the Alumni Board of Rice’s Jones Graduate School of Business and as Board Secretary of AVDA – Aid To Victims of Domestic Abuse. Roy Hartstein, Founder and CEO
Responsible Energy Solutions

Roy Hartstein is driven to help companies find the value in “doing the right things”. He pioneered the execution of the first U.S. “certified gas” transaction, led companies to achieve “Freshwater Neutral”, established methane management initiatives for production operations and chaired the first Group of Experts on Methane Emissions for the International Gas Union. He leads Responsible Energy Solutions in independent certification assessments for the Equitable Origin EO100 and MiQ responsible gas standards, development of ESG strategy for energy companies and has consulted with an international environmental NGO for development of an international standard for certified lower emissions natural gas. Hartstein has spoken frequently on resource development including presentations on certified gas, water management and methane emissions management. Jesse West, North America Business Development Manager
SLB

With over 22 years of dedicated service at SLB, Jesse has cultivated a diverse and robust career, beginning as a Field Engineer in Canada. Starting in low-tier land operations and advancing to high-tier offshore operations, Jesse has demonstrated exceptional adaptability and expertise. Transitioning to the United States, Jesse moved to line operations management before transitioning into the technology center, where he contributed to the development and deployment of new SLB mechanical intervention technologies. His career then led them to Argentina as a Project Manager, overseeing a critical project to repair leaking wells for Total in the isolated southern state of Tierra Del Fuego. Following the successful completion of the Argentine project, he transitioned into sales, first focusing on deepwater Gulf of Mexico and then representing SLB to the National Energy Company in Qatar. This blend of operations, technology, project management, and sales experience paved the way for Jesse's current role in the SLB Industrial Decarbonization team. Today, as Business Development Manager for SLB New Energies Jesse works in a commercial capacity to develop, deploy, and support SLB’s Carbon and Hydrogen offerings globally, leveraging their extensive background to drive innovation and sustainability in the energy sector.

Paul Dunn, Chief Engineer
CAT Carbon Capture Solutions

Paul Dunn was the founder of CarbonPoint Solutions, acquired by Caterpillar in 2021. Mr. Dunn is now the Chief Engineer for CAT Carbon Capture Solutions within the Caterpillar Oil, Gas and Marine Division. Mr. Dunn grew up in Needham, Massachusetts and attended the Tufts University College of Engineering receiving a Bachelor of Science in Mechanical Engineering. He obtained his Master of Mechanical Engineering at the University of Rhode Island. Mr. Dunn had a long civilian career with the Naval Undersea Warfare Center. He started in the Newport Propulsion Test Facility, steadily advanced, and was finally selected for the Senior Executive Service position of Product Area Director, Undersea Warfare Weapons and Vehicles, within Naval Sea Systems Command. Prior to founding CarbonPoint Solutions, Mr. Dunn was the Chief Operating Officer (COO) of Gas Equipment Engineering Corporation (GEECO), providing high performance oxygen plants for military and commercial applications, both molecular sieve and cryogenic distillation based. Mr. Dunn has been working in post combustion carbon capture for 14 years. During his government and private sector career, Mr. Dunn has generated over 40 patents and continues to invent today.

Jim Slutz, Managing Director
National Petroleum Council

Jim Slutz is the Managing Director for the National Petroleum Council (NPC), an independent federal advisory committee to the United States, reporting to the Secretary of Energy. Prior to NPC, Jim led a global energy consulting practice with projects in North America, Asia, and Europe. Previously, Mr. Slutz served as Acting Assistant Secretary of Fossil Energy at the United States Department of Energy (DOE) and before that as Deputy Assistant Secretary of Oil and Natural Gas. Prior to joining DOE, Jim served as the Indiana Oil and Gas Director, regulating the State’s upstream oil and gas industry and natural gas storage wells and before that in technical and leadership positions with the State of Ohio. Jim cochairs the National Academies of Sciences, Engineering, and Medicine study committee on Plugging and Remediating Orphan Oil and Gas Wells and has served on the Board of Earth Sciences and Resources. He is a former Vice-Chair of the Interstate Oil and Gas Compact Commission. Jim has served as an advisor to the National Bureau of Asia Research, the Woodrow Wilson International Center for Scholars. and is a lifetime member of the Society of Petroleum Engineers (SPE). Jim has published papers in collaboration with the American Enterprise Institute, The East West Center, the U.S. Chamber of Commerce Foundation, and the National Bureau of Asia Research. Jim holds an MBA degree from The Ohio State University, Fisher College of Business, and a B.S. degree from The Ohio State University, School of Natural Resources.

Jason Ryan, Executive Vice President, Regulatory Services and Government Affairs
CenterPoint Energy

In this role, Jason oversees the following functions: Utility Strategy; Rates and Regulatory Portfolio Management; Regulatory Relations and Policy; Regulatory Legal; and Local, State and Federal Government Affairs. Jason has led teams responsible for representing our utility businesses in proceedings before state and federal agencies and any related appeals in the courts, prosecuting rate changes for the company’s utilities, developing and implementing regulatory strategies to achieve the company’s earnings and growth targets, and spearheading state and federal legislative initiatives to support the enterprise goals and objectives. He joined CenterPoint Energy in 2009, after representing the company as outside regulatory counsel for nearly a decade. Before that, Jason was a managing partner at energy law firm RyanGlover LLP and a global projects attorney at Baker Botts LLP. Jason regularly serves as the company’s testifying witness on utility matters before legislative committees. He currently serves on the board of the Lone Star Flight Museum and the development board of the Archdiocese of Galveston-Houston. Jason was appointed to the Texas Diabetes Council by Texas Governor Greg Abbott. He also represents CenterPoint Energy as a member of Executive Legal Committee of the American Gas Association and the Board of the Association of Electric Companies of Texas. Jason earned a bachelor's degree in Business Administration with honors from the University of Texas at Austin. He received his law degree with honors from the University of Texas School of Law. Jason served as an Information Dominance Warfare Officer in the United States Navy from 2005 to 2015.
