Edward W. Bailey Water Treatment Plant – Unique Intermediate Ozone/Biofiltration Process

Description:
The Southern Delivery System started delivering potable water to the distribution system on April 28, 2016 and a major component of that system was the water treatment plant. The Edward W. Bailey Water Treatment Plant is a 50 million-gallon-per-day conventional treatment facility owned and operated by Colorado Springs Utilities. The plant came online in April of 2016. The facility follows a treatment train of sulfuric acid, ferric sulfate and a high molecular weight bridging polymer, flash mixing, flocculation, sedimentation, intermediate ozonation, biological filtration and disinfection with sodium hypochlorite. This 50 mgd facility utilities a consolidated facility and is the first Colorado facility that utilizes intermediate ozone/biofiltration. The filters are high-rate and approved at a loading rate of 10 gpm/sq ft. The plant is highly automated with remote operation at night.
Speakers:
Dan Dilts, Daron Hoehn, and Matt Hennigan are all operators at the Bailey WTP. Steve Harris is the mechanical specialist at the plant and Vincent Spaziani is a senior instrumentation and electrical controls specialist. Vincent Hart is a senior project manager with Carollo Engineers, Inc. The tour will be given by a mix of the people above providing different perspectives.

  • Exit East Woodmen Road (Exit 149).
  • Left onto East Woodmen Road, travel 7.4 miles.
  • Right (south) onto Marksheffel Road, travel 6.4 miles.
  • Right (south) onto Platte/US-24 West, immediately move to left-hand lane.
  • Left onto CO-94, travel a half-mile.
  • Left onto Marksheffel Road.
  • Right to enter Water Treatment Plant.
 
Heading North on I-25 from Pueblo:
  • Exit South Academy Boulevard (Exit 135).
  • Right onto South Academy Boulevard, travel 1.5 miles.
  • Right into Milton E Proby Parkway, travel 1.7 miles.
  • Right onto S. Powers Boulevard, travel 4.4 miles.
  • Right onto E. Platte Avenue, travel 1.4 miles.
  • Right onto CO-94, travel a half-mile.
  • Left onto Marksheffel Road.
  • Right to enter Water Treatment Plant.

 

Note: You cannot make a left into the facility. Right turn only into the facility.

Registration may be made for a single attendee or for multiple attendees in a party. It will still be necessary to check in at the luncheon. Lunches will be based on the head count per the registration site. Please do not attempt to show up without registering in advance. The registration deadline for this event is July 11 at 10:00 AM MST. NOTE THAT THERE IS A LIMIT OF 40 PEOPLE TOTAL, AND NO MORE THAT 3 PEOPLE PER ENTITY. Also, please be aware that with the new registration procedure, late registrations will not be accepted as in the past. This will enable us to avoid having to purchase extra lunches to allow for potential late comers. If cancellation is required, please notify Steve Polson at steve.polson@jacobs.com no later than 24 hours before the event.
Check-in at the facility is from 11:30 am to 12:00 pm. The presentation and tour will begin shortly thereafter.  Registration fees are $20 for AWWA or WEF members, $25 for nonmembers, and $15 for Students and Retired Members.
