Position Title: Development Infrastructure Planning Administrator - Louisville, KY

Position Description: 
Administers the review and approval services for the planning of sanitary, stormwater and green infrastructure systems of privately funded development projects to meet the regulatory, operational and maintenance requirements of MSD's wastewater and stormwater collection system. Oversees and supports staff responsible for providing expert testimony related to sanitary sewer, stormwater, floodplain and green infrastructure regulations in a public forum before the Louisville Metro Planning Commission. Administers the System Capacity Assurance Program (SCAP), as required by the Amended Consent Decree, to ensure that the planning, design and construction of privately funded infrastructure does not contribute to existing sewer overflows or create new overflow locations. Serves as process owner and agency expert for the lateral extension certified plan approval process as negotiated with the Kentucky Division of Water (subject to yearly audits by KDOW staff). Oversees staff responsible for the review of all minor plats and street closures submitted in conjunction with private development. Administers performance metrics for the Plan Review Program, including tracking excess cost expenditures, recapture and capacity fee collections, and plan review times. Ensures compliance and certification with local, state and federal regulations. Coordinates projects with both internal and external customers, including local elected officials. Enforces design and construction standards, implements project management processes, and monitors quantity and quality of work performed by staff. Provides leadership, technical and administrative support, guidance and direction to staff during design and construction phases of capital projects. Provides programmatic support for various initiatives of the Engineering Division.

Duties/Responsibilities: 
Oversees implementation of program activities as required to achieve goals of MSD's plan review and approval services for the planning of sanitary, stormwater, floodplain and green infrastructure systems of privately funded infrastructure. Provides direction to engineers and developers on sewer system and drainage system planning to ensure adherence to MSD policy and action plans. Administers the Lateral Extension Plan Review Process as certified by the KYDOW. Coordinates MSD's efforts in identifying and implementing partnering opportunities with the development community in the construction, rehabilitation and upsizing of MSD facilities through MSD's Excess Costs Policy. Coordinates with legal department on easement acquisitions, permitting requirements and lateral extension contract negotiations. Coordinates with other MSD divisions/departments as well as regulatory agencies to ensure the program meets regulatory compliance requirements and public commitments. Administers performance metrics including tracking excess cost expenditures, recapture and capacity fee collections, and plan review times. Develops and implements procedures to ensure proper application and tracking of development impact fees and charges. Supervises staff in the analysis of new requests for sewer service and leads the SCAP Committee. Coordinates and communicates with EPA, KDOW, and other regulatory staff. Leads stakeholder outreach related to private development planning issues. Serves as liaison to the Development Advisory Committee of the Building Industry Association. Oversees communications to the public regarding the planning of sanitary facilities, storm facilities, green infrastructure, and MSD's policies and procedures. Oversees communications and coordination regarding obtaining sewer services and the lateral extension approval process. Develops project scopes, procures and manages professional services as needed. Ensures staff has the tools, expertise, knowledge and standard operating procedures necessary to review and approve preliminary plans, minor plats and street closures related to privately funded projects. Reviews staff work products for quality control purposes. Oversees administration of the departmental capital and operations budget by project managers, ensuring budgets are developed accurately, monitored routinely and that change management is proactive and timely. Plans for additional budgetary adjustments as necessary. Implements and enforces organization-wide policies and procedures. Oversees implementation of division/department production goals and work quality standards. Prioritizes and delegates work to staff, monitoring quantity and quality of work performed. Performs quality control on assignments/work products. Evaluates staff performance and assigns performance and production goals. Makes hiring, discipline and termination recommendations. Provides mentoring and training for the staff. Ensures that staff receives required safety training and complies with and works in a safe manner both in the office and in the field. Develops and ensures staff compliance with department records management procedures.

Education/Experience/Skills Required: 
KNOWLEDGE, SKILLS AND ABILITIES NECESSARY TO THE WORK:
Knowledge of engineering principles and techniques; knowledge of planning, design, construction and maintenance of separate sanitary sewer collection systems, combined sewer collection systems, pump stations, force mains, pressures sewer systems, stormwater collection systems and green infrastructure; knowledge of EPA, USACE, FEMA, KY Division of Water, and Metro APCD regulatory policies (including Clean Water Act, USACE 404 & 408 permits, KPDES permits, and MSD's Amended Consent Decree); knowledge of laws, regulations policies and ordinances related to sanitary sewers, storm sewers and planning/zoning; knowledge of general management and supervisory techniques/principles; skill in oral and written communication; skill in managing multiple priorities; skill in exercising tact and diplomacy; skill in operating a PC and associated Windows environment software (Microsoft Office Suite); ability to supervise a diverse workforce; ability to analyze problems and initiate solutions; ability to negotiate; ability to review/interpret engineering submittals and complex construction schedules; ability to exercise judgment and discretion; ability to maintain accurate records; ability to be courteous and helpful under pressure.

MINIMUM REQUIREMENTS:
Bachelor Degree from an ABET accredited engineering program; five or more years of related experience as a licensed professional engineer; an equivalent combination of education and experience may be substituted. One or more years of supervisory experience or equivalent documented leadership and/or management training required. For internal candidates only, an equivalent amount of participation in the MSD Aspire and/or Management training programs may be substituted for supervisory experience. Must possess a Kentucky Professional Engineer's License (or ability to obtain through state reciprocity within 6 months). Must possess a valid driver's license. Must have safe work and driving habits. 

Salary: 
$70,304.00 - $109,907.20 Annually
