Position Description: 
Serves as the primary point of contact for any 319(h) approved watershed plan(s) and its (their) implementation. Oversees and tracks all projects and communications for approved watershed plans. Works closely with government agencies, non-profits, and individual citizens in the community to implement the plan by developing new relationships for project implementation and assisting with securing and managing further financial resources. Responsible for watershed-based partner coordination, project alignment and grant writing to ensure a successful watershed program. Organizes and facilitates committee meetings and volunteer events. Arranges logistics for public meetings. Prepare reports, organizes volunteers, coordinates outreach projects, coordinates monitoring efforts, and writes and submits grant proposals. 

Duties/Responsibilities: 
Implements approved watershed plan(s) according to the approved plan timetable. Communicates with the Steering Committee and subject matter experts regarding projects and technical data. Coordinates ongoing monitoring efforts. Works with the general public and stakeholders to implement Best Management Practices (BMPs). Tracks project progress and implementation, and completes quarterly, annual and final progress reports. Develops press releases, public communications, and technical reports. Compiles and assesses data and supporting documentation (e.g. charts, graphs, references), and drafts associated text content. Prepares recommendations to support regulatory reporting and programmatic initiatives. Provides leadership in tracking and updating each approved watershed plan through the collection and analysis of collected water quality data, project progress, and watershed resource information. Identifies and clarifies stakeholder concerns. Ensures goals align with 319(h) and community supported strategies. Provides leadership in community outreach efforts to those who live, work, and play in the watershed related to watershed planning and implementation. Develops and disseminates outreach materials to stakeholders at venues such as community festivals, fairs and farmers markets. Networks among agencies, universities, partners, and individuals. Provides technical support for working groups, including a Steering Committee, Watershed Work Groups, as well as other partner groups that align with the watershed planning initiatives. Oversees all approved 319(h) grants funded watershed plans, including keeping track of cost share information, maintaining financial records necessary to manage grants, and ensuring the project implementation is timely and on budget. Drafts and submits new grant applications for new 319(h) projects. Responsible for quarterly, annual, and final reporting to Kentucky Division of Water. Provides technical support for programmatic initiatives related to KPDES Permit compliance, Consent Decree compliance, Municipal Separate Storm Sewer System (MS4) permit compliance, Green Infrastructure planning, and watershed master planning. 

Education/Experience/Skills Required: 
Knowledge of watershed issues, non-point source pollution remediation strategies, and watershed management approaches; knowledge of MSD Design Manual, Standard Drawings and Standard Specifications, Metropolitan Subdivision Regulations and Zoning, Erosion Prevention and Sediment Control (EPSC), Local Regulatory Floodplain and other environmental regulations; skill in building and managing relationships with individuals, groups and government agencies; skill in public engagement, speaking, presentation development and delivery; skill in operating a PC and associated Windows environment software (e.g. Microsoft Office Suite); skill in managing multiple priorities; skill in oral and written communication; ability to read, interpret and discuss construction plans and topo maps; ability to analyze problems and initiate solutions; ability to organize work effectively; ability to maintain accurate records; ability to exercise judgment and discretion; ability to exercise tact and diplomacy; ability to work in a team environment; ability to be courteous and helpful under pressure; ability to work under heavy surges in workload and deadline pressure; ability to work outdoors, at night and under adverse working conditions such as inclement weather; ability to work 24 hour emergency response, various shifts and weekends.

MINIMUM REQUIREMENTS:
Bachelor Degree in Environmental Science, Environmental Resource Management, Environmental Education, Communication or a related field; two or more years of related Watershed Management or Environmental Grant Management experience; an equivalent combination of education and experience may be substituted. Must possess a valid driver’s license. Must have safe work and driving habits.

Salary: 
$56,555.20 - $85,488.00 Annually
