Ken Simonson
Chief Economist
AGC of America

Ken Simonson has been chief economist for the Associated General Contractors of America, the leading trade association for the construction industry, since 2001. He provides insight into the economy and what it implies for construction and related industries through frequent media interviews, presentations and the Data DIGest, his weekly one-page e-newsletter that goes to over 50,000 subscribers. 

Ken has more than 40 years of experience analyzing, advocating and communicating about economic and tax issues. Among his outside activities, he advises the Census Bureau on overhauling its construction data. He is a Fellow and past president of the National Association for Business Economics, and he is co-director of the Tax Economists Forum, a professional meeting group he co-founded in 1982.

Ken has a BA in economics from the University of Chicago, and an MA in economics from Northwestern University.

Olivia Padilla-Jackson
New Mexico Cabinet Secretary for the Department of Finance and Administration?

Olivia Padilla-Jackson is a dedicated public servant with over 17 years of public finance and policy experience at the federal, state, and local level. Previously, she was the Deputy Director of Finance for the City of Albuquerque. Ms. Padilla-Jackson helped to oversee the city’s $1 billion operating budget, managing the long-range strategic planning process, performance, and conducting economic analysis. Her previous experience includes work as a Trader/Analyst at the Federal Reserve Bank of New York and Director of the New Mexico State Board of Finance. She also worked for the New Mexico Legislative Finance Committee conducting economic, policy, and budget analysis. She received a Bachelor’s degree in Business Administration from the University of New Mexico and a Master’s degree in Public Policy from the University of Michigan.



Leonardo Delgado 
Chief Economist for the Department of Finance and Administration 

Dr. Delgado manages the Economic Analysis Bureau at DFA. He keeps track of General Fund revenues, maintains and develops revenue forecasting models. Additionally, he analyzes the oil and natural gas sector, labor markets and trends, and provides policy and economic analysis of various policy initiatives and public finance issues. Dr. Delgado is also part of the Consensus Revenue Estimating Group (CREG), which forecasts New Mexico General Fund Revenues.

He holds double Master’s degrees in Business Administration and Economics, and a Doctorate of Economic Development with a specialization in Economic Research from New Mexico State University.

He has experience in conducting a wide range of economic analyses and modeling, economic impact studies, economic reports, fiscal analyses, and forecasting revenues. His past work experience includes the New Mexico Finance Authority and the Office of Policy Analysis at Arrowhead at New Mexico State University. Dr. Delgado is also a member of the Western Social Science Association.?
