Wheaton Sanitary District (WSD) is seeking an Executive Director to oversee and manage the operations of the District which serves approximately 63,000 customers. The District consists of over 67 miles of sewer lines in addition to having 120 additional miles owned by municipalities tributary to the District’s inceptors.

The Executive Director reports to a three-member Board and directs the activities of four (4) department heads, IT Specialist, District Engineer (consulting firm) and a contracted District Attorney, Strategic Financial Planner and HR Consultant. This position is responsible for developing business strategies that align with short and long-term objectives and ensuring operations produce results consistent with the overall strategy and mission of the District.

The ideal applicant will have a minimum of twenty (20) years increasing levels of responsibility with personnel management with some or all of this experience interacting with public agency boards. Ten (10) years of private sector experience, including personal management and accountability for profitability is a strong plus. Knowledge of wastewater management and operations, including the ability to monitor fiscal performance, interact with an appointed board, and handle public relations is strongly preferred.

Assistant Superintendent of Utilities Division, Production & Treatment

Under direction of the Superintendent of Utilities Division, Production & Treatment in the Public Works Department, this position works in overseeing the repair, installation, and construction of various portions of the City’s activated sludge wastewater facility and associated remote pump stations/reservoirs. Assists in the direction of the activities of work crews engaged in the operation and maintenance of City’s Production & Treatment facilities. Inspects plant, lift stations and water production operations; inspects the work of subordinates and contractors; assures proper maintenance & servicing of equipment; maintains an awareness of rules & regulations as they pertain to the Utility industry.

The Production and Treatment Division is responsible for the 20 million gallon per day (MGD) activated sludge wastewater treatment plant (Elmhurst Water Reclamation Facility or EWRF) with 10 sanitary sewer lift stations and the 15.0 MG capacity water production system which utilizes three large finished water reservoirs and three elevated storage tanks; plus 12 storm water pumping stations, 4 storm water reservoirs and numerous ancillary systems.

Operation and maintenance of 3.3 MGD oxidation ditch secondary treatment wastewater facility including solids handling, lift stations, storm water stations, and 3 CSO facilities.

Certification: Illinois Wastewater Class 2 required

Must hold or be working toward the highest water/wastewater certification and highest water treatment certification as required by site.

Must demonstrate knowledge of current and pending water treatment standards, regulations and federal, state and local laws and codes.

Five to seven years in various positions within a water/wastewater treatment environment with knowledge of methods, principles and practices of operating, maintaining and repairing water treatment plant equipment, instrumentation and associated systems.

Lead experience or supervisory training required with understanding of human relations, training, performance evaluation and health and safety.

Must have an understanding of water/wastewater treatment operations, process engineering, water quality assurance, maintenance strategy and laboratory procedures.
