Denver Water’s Integrated Resource Plan – Incorporating Flexibility to Adapt to Changing Needs

Thursday, March 28th, 2019

Denver Water aims to secure their water future for the upcoming 50 years through the development of the Integrated Resource Plan (IRP 2065). The IRP 2065 provides an updated strategic framework to meet its customers’ short- and long-term water needs and represents a move to adaptive management and continuous planning. To prepare for future uncertainties, a state-of-the art scenario planning process was utilized, rather than the traditional deterministic approach, to develop a set of Planning Futures to guide the planning analysis. An Adaptive Plan was developed as a flexible and innovative plan that: adjusts to meet customer needs as conditions change, provides processes to monitor conditions over time, reports those conditions to the organization, and triggers decision making and action. The Adaptive Plan processes are intended to be flexible and include regular assessments of the plan and process – examining what works, what doesn’t and providing mechanisms for changing the process.  The IRP serves as a long-term guide for planning for the future of our water system.
